"Password Required" popup should only popup when required

Steps to reproduce:
Start Firefox
Select an empty tab or open a new blank tab (CTRL-T)
There is at least on tab which requires a login via the Firefox password manager but it is not touched.
Close Firefox
Start Firefox (with the blank tab active)
Wait
After some time the "Password Required - Mozilla Firefox" popup appears. (thanks for adding "Mozilla Firefox" to the top bar of the popup. Not knowing for sure which program the "Password Required" has been an annoyance for years)
Firefox still shows a blank tab.
I do not need to login anywhere (maybe later) so entering my master password at this point is not needed.
I close the "Password Required - Mozilla Firefox" popup.
After some time it appears again.

Expected results:
The "Password Required - Mozilla Firefox" popup should not appear until a tab is selected where a login is required or a new tab is opened, a website entered by some way. of which the website requires a login.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Password Manager' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Do you have Firefox SYNC enabled? If yes, that might be the reason why Firefox was asking for primary password.
I totally understand sometimes it is confusing why the primary password dialog is shown, that's why we filed Bug 1725925 to improve our primary password UI.

I do not use SYNC.
For me it is not confusing, it is annoying (because I am asked to enter a password which action has no use for me at that point so I press ESC and repeat when the password popup shows up again).
