1789322 - Select tab opened currently and keep the status as it is when picking about:addons and about:preferences

This is a follow-up bug for bug 1783870.

As Adrian mentioned in here, currently, when picking about:addons the tab opened currently but initialized because loading the content again. When picking about:preferences, if the URL of about:preferences has hash like #privacy, open in a new tab.
In this bug, we make both actions be like follows.
When picking action, select the tab opened currently but keep the status as it is.
