Sync web-platform-tests PR 35812 into mozilla-central (this bug is closed when the sync is complete).

This CL takes some feedback and rejects other:
(1) ACCEPTED: Post Message -> postMessage
(2) ACCEPTED: Different -> Cross
(3) MODIFIED: Copy/pasting all steps into each file -> Including path to
test instead to reduce copy/pasta to maintain

This CL is part of a series:
(1) Add tests for same-site cross-partition post messages
(2) Move tests to new folder
(3) Add tests for same-site same-partition post messages
(4) Add tests for different-site post messages
(5) Fix test naming
