In bug 1786509 we fixed some issues affecting the sizing and scrollbars of spotlight modals. Initially we fixed this issue (see this revision for the relevant changes), but bug 1789008 changed our MR spotlights from window modals to tab modals.
We then narrowed the changes to just apply to tab modals, to avoid potentially breaking the wide variety of window modals. But in the long term it would be good to fix the window modals too. So, I will revisit this when the work on MR dialogs is finished.
