1790133 - Adjust Feature Callout Container vertical positioning depending on target's height

The feature callout container should take into account the height of it's target, and should attempt to position itself so that the arrow is positioned at the vertical center of its target, if the target element's height is less than the distance between the top of the feature callout and the center of callout arrow.

This will prevent scenarios where the callout is targeting things with heights smaller than itself which causes the arrow to point to empty space underneath the target.
