Drive-by questions I'd be curious about as a consumer of the API, would this be a global and/or session setting? Will the consumer have to reload the page if there is a setting on the current session? What will the delegate look like?

I think everything that is in static prefs is a global setting. There will be exceptions for specific websites, however.

As far as reload - personally, I wouldn't reload, but I asked that question in the cookie banner channel to make sure. This is a bit of a UX thing
