Design and implement the interface for nsICookieBannerService . The interface seems to have been implemented in toolkit (see toolkit/components/cookiebanners). Need to determine if we can use this existing implementation.

We will need to design and implement an API in the Java layer based on what is available or can be used from the implementation in toolkit.
