In about:addons, we only want a single entry per origin in the "Site permissions" section.

When we prompt the user for a gated permission (say permB), for an origin the user already "installed" a SitePermsAddon for (say for permA permission), we may see it as an "addon update".

The issue is that the current addon update mechanism wouldn't really handle SitePermsAddon, so we need to figure out what to do in such case.
