1791680 - Consider adding an option to enable/disable overscroll

A user complained that overscroll rubber band effect casues nausea, etc. in bug 1705927, so we decided to respect the system's prefers reduced motion setting whether to overscroll or not.

Then it turned out in bug 1714143 it's quite confusing. So we are going to back out the change in bug 1714143.

So for the user initially reported bug 1705927, though the overscroll rubber band effect can be disabled by setting apz.overscroll.enabled to false in about:config, we may want to add a new section about accessibility in about:preferences and want to add the option to enable/disable overscroll there.
