1793378 - Add Sync engines to Daily only

While we wait for big-picture questions to be answered, we think it is reasonable to add the initial engine implementations to Daily (prevented from riding the train to Beta) for testing and development of the front-end. For now, the code is connected to the FxA and Sync servers.

For increased protection against compromise, we've decided not to ship the code for these engines in Thunderbird.

This is the MVP for Sync in Thunderbird. It should only be accessible on the Daily channel while we test and develop further.

For now, it connects to the Firefox Accounts and Sync staging servers.
