Steps to reproduce:
With the latest Nightly on Windows 10 x64, go to about:preferences#privacy and try to manage cookies and site data.
Actual results:
When trying to delete cookies from a single website, the GUI is all messed up. With multiple websites, the 'Clear' button is not synced with the mouse pointer.

Expected results:
It should act normal. The beta is unaffected and so was Nightly 4 days prior.
