This test, which should be deterministic, is important. I would like it to be re-enabled on Windows, since the backgroundupdate background task is the task that we would most like to monitor and it is currently Windows-only.

I think we should just re-enable this to see if it's still intermittent. And recent logs/crashes/etc will help diagnose whatever was happening; all of those artifacts are expired at this point.
