To be able to configure cookie banner handling, we need to add a UI on about:preference#privacy page. The UI will only be exposed in Nightly build.

We will add telemetry for cookie banner handling about:preference UI.

I think the telemetry can be implemented in Bug 1797081 because the data that we want to collect here is the prefs related to preference UI. And it will make this bug less complicated.
