Changes to the search service (bug 1445134) have broken toolkit/components/search/tests/xpcshell/test_policyEngine.js because we don't have the SearchEngines policy. I can't think of any great reason not to have the policy, so I'll add it and fix the test.

I didn't write this code, it's all copied across from browser/components/enterprisepolicies. I also didn't include the mochitest because the Firefox UI is quite different from ours.
