This is a follow-up bug to 1588522. In 1588522, we could break off early from the temporary storage cleaning process while in shutdown but we could only do so at the origin granularity. This means that we couldn't break off the cleaning process once we started cleaning an origin. Logic could only break off at the main loop where we would pick up the next origin to clean.
