Scope of this bug is to update the pref handling code to support the use of feature tours in browser chrome, and to handle the potential of multiple feature tour prefs.

We'll want to think about how we're handling using prefs for tour progress in the context of experiments.

I think we can go ahead and close this bug as bug 1803654 seems to have resolved this issue.
