We should add detailed documentation on the uplifting process to firefox-source-docs. There's an existing wikipage doc about this that we could reference, but it could be reformatted/reorganized as we create this new documentation within firefox-source-docs:

Once added, we could have the release mgmt bot include this link when commenting to ask about uplift.
