We should document the uplift request workflow in all the relevant locations. We probably want to add docs to at least the Firefox source documentation, and add links to those docs to RelMan Wikis, moz-phab/Conduit documentation, etc.

Add a link to the user guide for creating uplift requests on the
Release Management wiki. Switch to using the raw text help formatter
since the default formatter strips all whitespace and newlines, and
having newlines makes the output look cleaner.

New pages on the Release Management wiki:
- https://wiki.mozilla.org/Release_Management/Approving_uplift_requests
These have been added to the Release Management homepage, and the Uplift Phabricator dashboard has been added to the homepage as well.
A link to the guides have been added to Lando and moz-phab uplift --help.
Still TODO: add to the Firefox source docs and the Conduit user guide.

The Conduit user guide is updated, the last remaining piece is the Firefox Source docs.
