Details
In Bug 1777484, I added new focus/blur event handlers for the unified extensions UI (origin controls) and we decided to also preload the popups since the rest of the code was shared with the existing mouseover/mouseout event handlers.
This bug is about adding more tests with the focus/blur events (see browser_ext_browserAction_popup_preload.js for instance).

I am going to wontfix this since that's not what we landed in the end (i.e. we don't use focus/blur events to preload the popups).
