The unified extensions panel contains 3 different lists:
- a list of overflowed extension widgets
- a CUI area with extension widgets
- a list of extensions that don't have browser actions and therefore do not have CUI widgets
When these lists have many extensions, we see 3 scrollbars and we clearly see the 3 different lists. We should instead see a single list and so all lists should not have scrollbar and probably be surrounded by a container that shows a scrollbar when needed.
In addition, we also don't want extra padding/margin between these lists, and when some of the lists are empty, there shouldn't be extra blank space either.
