Because the tabs engine resets itself each sync, each sync it reports there are "new" incoming records - when the sync scheduler sees this, it schedules the next sync in 90 seconds instead of 10 minutes due to the fact another device might still be uploading records.
End result is that scheduled syncs are now rescheduled in 90 seconds after every sync.
