The modules in devtools/shared/network-observer will be used both in DevTools and BiDi so ideally any modification should trigger tests both for DevTools and for WebDriver BiDi.

The SCHEDULES moz.build directive could help here, see documentation at:

Note that dedicated tests should also be added to the network-observer folder to avoid relying on other components to test the observer logic, see Bug 1797785.
