In the unified extensions panel, we have CUI widgets and custom elements for extensions that do not have a browser action (which is turned into a CUI widget internally).

Having to maintain code for both the CUI widgets and custom elements is not great so maybe we could try to build CUI widgets for extensions that do not define a browser action.

The widget wouldn't do much and couldn't be pinned to the toolbar. Functionally, that would be similar to what we have currently with the custom elements, but we could get rid of the custom elements and only deal with CUI widgets.
