1801129 - Let the Unified Extensions UI ride the trains

The Unified Extensions UI is only enabled in Nightly for now:

Presuming we want this to ship in 109, we'll want to remove those conditions to enable the pref for all channels.

I think the URIs specified within manifest shouldn't be got rid of. Instead they should work as the superset of all possible URIs an extension is allowed to activate on, and the default value. If a user want to revoke access, he should be able do it in both installation time of the addon (possibly allowing him to reveke access to the whole set) in a somehow granular way via a convenient UI.

For example if an addon requests access to all the websites within the manifest, it by default should be given access to all the websites.

Yeah, this UI is going to be very useful in the context of MV3 so it would make sense to add a note about it too.
