Steps to reproduce
- Install Firefox Translations 1.2 (latest).
- Go to a site that triggers Translation infobar, e.g. https://es.wikipedia.org/wiki/Wikipedia:Portada
- Observe the infobar.

is on its own line. Other elements do not reflow into this line if I shrink the browser.
Other unfixed quirks in bug 1796698 (not regressed by bug 1799460) are mild compared to this bug. It unnecessarily creates an extra line.
