Unable to create additional conditions for a filter rule.

Reproducible: Always

Steps to Reproduce:
1. Open Mail
2. Message Filters
3. Press New button
4. Add a condition for the Filter Rule
5. Press the More button. Expected to see another condition row but no go.

Actual Results:  
No additional condition row.

Expected Results:  
Displayed another condition row.

This fails for me on a WinXP Home system and works on a WinXP Pro SP1 system. 
On the working system the filter rules display in a subwindow with room for
multiple lines.  On the failing system the subwindow barely has enough room for
the first condition line.  I suspect the subwindow is not high enough for a
scroll widget.

Jack: Using which mozilla build? If it's more than one or two weeks old, could
you download a new build to check if you still see the problem there? If you
resize the window (hmm, there's no resize grippy for the window - and yet it can
definitely be resized - bad! (I'll file a bug for that later on if none exists
yet)) the area for filter rules should get larger and you _should_ see the
additional rules...

I was running 1.3 alpha.  I saw the same problem with 1.3 build 2003020804. 
However increasing the window height does allow the scroll widget to appear. 
Decrease the height enough and the widget will go away again.

*nods* that's a problem of resizing that window , and a dupe of some other
bug... which I can't seem to refind quickly right now. As soon as I'm done
running through all the UNCO filter bugs I'm going to see about fixing that
entire window (as there's a lot more wrong with it) - should be all XUL work and
not too hard.

The bug as reported however seems to say that additional conditions couldn't be
added at all, which would be a far more serious problem.

actually, based on a number of dupes, I'm assuming the original reporter was
seeing the same problem.
