1802290 - Enable file-perm linter for .idl and .webidl files

Currently the file-perm linter (file permissions) doesn't run for neither .idl nor .webidl files. We should enable it on those as well.

The fix for this on the tester part should be similar to this patch, but for the file-perms linter.
