1802669 - Unknown content type dialog labels are aligned incorrectly (or shouldn't flex)

The labels in the UCT dialog flex to fill the box but the text is aligned to the right.

STR

1. Go to about:preferences
2. Scroll to "Applications"
3. In the radio group under the Applications list, select "Ask whether to open or save files"
4. Click this link to download a file that will open the UCT dialog

Expected

The labels (actually <description> elements) in the UCT dialog should be visually aligned to correspond to the locale

Actual

The locale is LTR but the labels are RTL

I didn't do a bisection but I'm guessing bug 1799460 is the regressor
