1804364 - Seek bar focus outline is inconsistent with other PiP controls

In Bug 1780585, we updated the focus outline colour for the PiP control buttons. We should also apply the same styling for the seek bar for consistency. In some cases like MacOS, there is a blue outline that is fairly visible. But on Windows 11, I noticed that the focus outline is barely visible.

STR:

1. Open PiP with improved controls pref enabled
2. Ensure seek bar is visible
3. Press tab key so that seek bar has keyboard focus

Expected: outline should be clearly visible and consistent with other focus outlines for other buttons

Actual: it is barely visible and inconsistent

Reproducible on a 2022-12-12 Nightly build on Ubuntu 22.
Verified as fixed on Firefox 110.0b3(build ID: 20230119185824) and Nightly 111.0a1(build ID: 20230119163652) on Ubuntu 22, macOS 12, Windows 10 and Windows 11.
