As a followup to Bug 1745761, the DNR rule validation should consider rules with tabIds and excludedTabIds conditions only valid when part of the session ruleset.
As a separate future followups we could consider conditions with tabIds or excludeTabIds set to -1 (not originated from a tab) as valid in DNR rulesets other than session.
