declarativeWebRequest (DWR) is a different API from declarativeNetRequest (DNR).

IMHO Mozilla's flavour of declarativeNetRequest should contain API to generate rules in runtime in an object-oriented way and inject them.

A matcher can be either a string pattern, or a real matcher object constructed in a declarative way similar to the one abstract syntax trees are constructed, or a function getting a parsed URI. Constructing a matrcher object from a string is considered a sugar for full programmatic construction. There should be a static method to turn a string representation of a matcher into a programmatic one, and the method to get the string representation from a programmatically constructed matcher.
A programmatically constructed matcher should be fully introspectable.
A programmatically constructed matcher should have a method to try it against an URL and get either a boolean or the full match report suitable for debugging.
A programmarically constructed matchers should accept both RegExps and Strings.
When injecting rules, they should be compiled into bytecode and then bytecode should be compiled into native code.
