We want the unified toolbar to be as self-contained as possible. As such, we want to use a purpose built button element for all toolbar buttons instead of building on top of the XUL toolbarbutton. This button element is only to be used within the unified toolbar.

New toolbar button just for the unified toolbar, which can have its own popup and be connected to commands.
