This is actually CCOV only and seems to have been started with the recent merge from autoland to central:

Is there a way to run ccov jobs as backfills on autoland? I cannot see anything obvious in this list of changes for that merge.

This is mine. The test was previously being skipped on all Win64 opt builds and ccov was falling under that condition. I'd only tested non-ccov builds on Try.

Ah right! Moving back to firefox ui tests component because it is expected to fail for now and the perma failure was caused by a manifest change.
