Bug 1792775, our ICU version in tree is 72. But when looking https://github.com/unicode-org/icu/blob/release-72-1/icu4c/LICENSE, this text is updated by https://unicode-org.atlassian.net/browse/ICU-21824 etc.

So we should update license.html too.

After landing bug 1859752, ICU4C is updated to 74. ICU4C's license
changes from Unicode DFS 2016 to Unicode License v3.
