There are a couple permafails at the moment preventing this from landing, which I'll file as deps.

Unassigning myself from this as it's blocked on a couple other bugs which aren't being actively worked on.

Seems like I've got a set of tests which pretty consistently fail all filed as dependencies of this bug now. With those all disabled, things are looking green.
