Bug 1687461 only enabled SOURCE, but we still need to enable THREAD_STATE.
This is about toggling the following trait to true:
https://searchfox.org/mozilla-central/rev/4c86c51a4fedf5569c948225984f8fe26713dbe4/devtools/server/actors/watcher/session-context.js#200
And stop using the legacy listener for THREAD_STATE resource.
