Steps to reproduce:
I got a junk/spam email, for which Thunderbird doesn't show the action buttons
Actual results:
action buttons are no shown for that specific email
Expected results:
action buttons should be there

Yes, Florian, this bug happens for certain malformed messages - looking at your testcase, the From: header is missing, which unfortunately causes this (and ideally shouldn't). My Bug 1793918 Comment 2 has more, incl. workarounds.
