1810727 - Upload strings_all.tar.xz to FTP during release

OpenSUSE doesn't use langpacks for localized Thunderbird builds. They create a tar file based on l10n-changesets.json that's the same as the strings_all.tar.xz artifact from the L10n-pre job.

It seems reasonable to upload strings_all.tar.xz to the FTP server when doing a release. Other distributions may benefit as well.

l10n-changesets.json contains the changesets from l10n-central repos and
comm-l10n needed to reproduce strings_all.tar.zst. This file will go into
the source directory on FTP for releases to aid downstream builders trying
to reproduce builds.
