User Story
Port over the existing functionality of tab reordering. After this ticket, users should be able to freely reorganize individual tabs in their Normal and Private browsing tabs lists/grids. Original functionality can be found in `AbstractBrowserTrayList`

The current functionality is only enabled for Normal tabs, but there is a bug request to enable this in Private tabs. It might be worthwhile to kill two birds with one stone here, if Product thinks this is a valuable add-on.

Verified as fixed on the latest Nightly build (119.0a1 from 2023-09-01).
No issues were discovered while reordering the tabs on both normal and private mode.
Device used: Google Pixel 7 (Android 14)
Marking the ticket as verified for 119.
