181135 - Change Networking default assignee to [e-mail]

Please make the "Assigned To:" [e-mail].  Bugs assigned to
[e-mail] are not getting forwared to the right place
as fast as I can do it.

If Doug can better manage bugs assigned to him, then it seems to make sense to
me that this can be better for everybody.

One challenge is that I cannot watch just a specific Component.  Is there a way
to do this?  If users are watching [e-mail], then
this does not translate into them wanting to watch [e-mail].

I would reassign this bugs if I know which kind of bug should be assigned to
which person..

Doug, you would get the same results in bug mail if you watched the current
default owner. 

We don't have, and won't have component-level bugmail anytime soon, so this is
the only way to do it. If you become the default, then people watching your
address would also get non-networking bugmail that you receive.

Changing the system would save you only one cost: bugs you would assign to
yourself would automatically be assigned to you. Otherwise, the overall costs of
having a placeholder vs. you are the same in almost every other regard.

The placeholder also has other advantages in the long run, for example, the
placeholder could be configured to be a real mailing list, and it could forward
only bugmail of NEW bugs to a smaller list of subscribers.

Most of the problems that Jimmy and I mentioned can be solved via bug 181341.
Ian, if you can agree to make that change, we should make this change (and I can
vouch for Jimmy).

Timeless, since you were basically agreeing with Jimmy, if you could look at bug
181341 as well and comment there, that would be great.
