Steps to reproduce:
I have a handful of extensions that I don't use on a regular basis, so I leave them disabled most of the time. When I want to use one, I have to open up the addon manager and find it in the list before I can enable it.
Right now, the new extension manager replicates a lot of the addon manager's functionality. In addition to letting users reorder active extensions (Bug 1805924), what if we could also add disabled extensions to the list for ease of enabling and disabling them?

In other words, this would include:
- Option to enable/disable an extension while in the extensions menu, presumably from its gear menu
- Ability to view disabled extensions and add them to the menu while customizing extension order/visability
