[macOS 13&macOS 12][intermittent] Sometimes clicking does not work on window pop-ups or about:preferences page until Firefox is unfocused and focused again

Steps to reproduce
- Open Firefox about:preferences.
- Left-click on the Home/ Search/ Search etc options.
Expected result
- The options are successfully selected.
Actual result
- Nothing happens on click.
Regression range
- The issue is intermittent. I can reproduce this issue on Firefox 107.0 and 102.7.0esr as well. It might be something related to my station.
Additional notes
- Attached a screen recording of the issue.
- Updated to macOS 13.1 on mac mini M1 2020 from macOS 11. Sometimes left click does not do anything inside the about:preferences page or on window pop-ups until I focus on something else and focus back to Firefox. I am using a USB keyboard+ USB mouse. I tried with another USB mouse but got the same results. I did not see this issue on macOS 11 before updating to 13.1.
- We cannot reproduce the issue on macOS M1 31.2(b), macOS 13.1 (MacBook Pro), macOS 10.15, and macOS 12 (MacBook Pro), so I think it may be an issue with my station or the fact I’m using a USB mouse.

It seems that I can reproduce the issue on macOS 12 Intel as well using the following STR:
- Open firefox with the
--migration
command. - Select a random browser and import.
- Open about:preferences and try to select any tabs from the left side.

I cannot reproduce the issue on macOS 11 by following these steps.

The issue is highly intermittent on macOS 13ARM and macOS 12 as well. I don't think I will be able to pull a regression range.

I've also ran into this today using latest Nightly from today (2023-06-27) on a macOS 13.2.1 16-inch, 2019 (MacBook Pro), the only way to get out of it is change the focus from Firefox and back to it.

Hit the same issue today on 116.0b5 Mac 13 with the Make browser default modal, at which point the entire browser seems unresponsive. Highly intermittent, but seems to be the same bug, since the workaround works - clicking on desktop restores the buttons functionality.
Although I've caught it on a new profile with no fancy steps, I'd reckon some race happens and it can be reliably reproduced with the following (about 1/10 occurence):
- Have 1 or 2 bogus logins for facebook.com.
- Set primary password.
- Have open a single facebook login tab.
- Type in address bar
restart
and select the quick action for restart (this is enabled on nightly and early beta) - Cancel primary password modal and cancel make default modal
- Repeat the above STR until cancel make default modal buttons will not work.
The above steps will ensure that the primary password and the make default modal will appear in the same time and although I don't think this is a necesary step, it's what I could reduce it to in order to have some form of reliable STR.
