We have quite a few links in about:preferences and similar about: pages linking to external web resources that should all open in new tabs, so we were wondering if could avoid the boilerplate target="_blank" and have e.g. nsDocShell::ShouldOpenInBlankTarget handle this case instead. The only case I can currently think of where we definitely wouldn't want this is error pages and the new tab page.
