Steps to reproduce
- Open https://github.com/mitsuhiko/insta/issues
- Scroll down, wait for the animation to finish
- Scroll up
Expected behaviour
Scroll up action should move the window
Actual behaviour
Every second scroll up action opens the tray but does not move the window.

Additional information
This only happens when I scroll up. Scrolling up second time always works. Scrolling down and up repeatedly always moves the window down but not up. Scrolling down always works.
This happens on some pages but not others. Opening a new tab doesn't help.

Original reporter verified disabling pull to refresh fixed their issue.

I was not able to reproduce this issue anymore on Fenix Nightly 124.0a1 builds from 1/31, and 2/1.
Tested with the following devices:
- Google Pixel 6 (Android 14),
- Lenovo tablet M10 (Android 10), and
- Samsung Galaxy A14 (Android 13).
I'll close this ticket as Worksforme.
