1812300 - 3-dot menu not fully visible on a tablet (Samsung Tab A6 (2016)) in vertical mode (1280x800)

Attachment: Only a part of it can be seen, that's after swiping up

Steps to reproduce:

0. Have your toolbar set to appear in the bottom part of the screen.
1. Press the three dots next to your tabs icon.

Actual results:

The 3-dot menu is half behind the screen border, scrolling through it only reveals one or two more entries.

Expected results:

When attempting to open the menu with the toolbar being set to appear at the top, the menu appears in its normal state, I think it's intended to be the same with toolbar at the bottom.
