In Bug 1812672, a Windows only regression/bug slipped into release. This bug is about investigating ways to prevent that from happening in the future, such as running Rust tests on Windows in CI (which should have caught this), or forbidding platform-specific code inside of glean-core and forbid it in the RLB.

(This is because glean-core is built and tested on Windows as part of the Windows/Python runs... but RLB isn't (presently) tested on Windows)
