"Open links in apps" setting is not respected

Steps to reproduce:
- In Settings -> Advanced, disable "Open links in apps"
- In a non-private window, open a mobile version of website that can invoke installed apps on the phone, e.g., https://twitter.com
- Click the "Use app" or "Switch to the app" button shown in the Twitter webpage.
Actual results:
Twitter app installed on the phone is invoked directly without asking for any user confirmation. N.B. "Open supported links" for Twitter is also disabled in Android Settings. The same issue also applies to other websites and associated apps. This can be very bad because some websites, especially those Chinese websites, won't ask for confirmation before redirecting to their own apps.
Expected results:
The browser should ask for user confirmation before open any link with app installed. In fact, links are handed as expected in private windows, albeit not in normal windows.

weird. I have successfully reproduced this issue on all of my Android devices.

I have the same issue. The setting is set to "never" but I get asked everytime I visit a site that has an app associated. This also affects PWAs where the native app is installed as well.

Verifying the issue again actually shows that only PWAs are affected. Loading the URL in a normal browser context does not show the dialog.
