We're still failing this one on the WPT dashboard, so either the test was updated, or there's something else afoot.

Yes, the test changed because of this spec change: https://drafts.csswg.org/css-nesting-1/#nested-declarations-rule

Let's keep this closed. The test was updated, the spec change tracked in bug 1918408.
