Details

With D168718 we have two handlers for MediaTransportHandler::SignalAlpnNegotiated. One is in PeerConnectionImpl setting the main thread PrincipalHandle state on a RemoteTrackSource. The other is in MediaPipelineReceive to make the pipeline listener drop data until main thread has set the PrincipalHandle state (and given the new PrincipalHandle to the pipeline).

It would be good if we have only a single handler, so try to consolidate these.
