181581 - filter editor "more/fewer" only deletes most recent rule

The more/fewer part of the filter editor dialog only deletes the most recent
rule added to a filter when clicking "fewer". It *should* IMO delete the
currently selected rule.

Reproducible: Always

Steps to Reproduce:
1. Select Message Filters->Edit
2. Create a multi-rule filter
3. Select any rule other than the last one
4. Click "Fewer"
5. Note that the selected rule wasn't deleted; the last was
Actual Results:  
Selected rule not deleted.

Expected Results:  
The selected rule, not the last one, should be deleted.
